The press conference for the 2025 Conference of the Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang City, Jiangsu Province on September 18. Zeng Weixiong, Chairman of the Conference, and Wang Xiaohong, Member of the State Council and Minister of Public Security, attended the conference and delivered a speech. He put forward five concepts for strengthening global public security cooperation and announced that China would take five actions. These five concepts and five actions are specific measures taken by China to implement the Global Security Initiative and the Global Governance Initiative in the field of public security.

The participating guests also visited the 2nd Public Security Science and Technology Equipment Exhibition. This exhibition focused on displaying China's scientific and technological products in the field of public security, such as criminal technology, police protective equipment, traffic management equipment, anti-terrorism and rescue equipment, and command and communication equipment. It is helpful for promoting the improvement of law enforcement capacity building of participating countries, better realizing practical cooperation and experience sharing in the field of public security equipment, and also serves as an important exploration for supporting the economic and social development of various countries and promoting the high-quality development of the domestic and foreign public security industries.

Hewei Group participated in this exhibition with a heavyweight product matrix, covering core fields such as UAV countermeasures, security inspection and EOD, anti-terrorism, and anti-drug solution. It brought innovative equipment that specifically addresses the practical pain points in public security work.

International Anti-Terrorism Cooperation Sub-Forum

On the morning of September 17, the International Anti-Terrorism Cooperation Sub-Forum of the 2025 Conference of the Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang City, Jiangsu Province. More than 100 guests from 21 countries and regions including Oman, Ethiopia, South Sudan, and Sri Lanka, as well as international organizations such as the United Nations, the Shanghai Cooperation Organization, and the Lancang-Mekong Law Enforcement Cooperation Center attended the sub-forum.

With the theme of "Implementing the Global Security Initiative: Focusing on the Vision of Universal Security and Building a New Ecosystem for Anti-Terrorism Cooperation", this sub-forum focused on major issues and response strategies in the current international anti-terrorism field. In-depth discussions and exchanges were conducted from multiple perspectives, including the new situation of global terrorism and the vision of universal security, jointly promoting the anti-terrorism capacity building of relevant countries, and working together to address the impact of emerging technologies on international anti-terrorism struggles, and broad consensuses were reached.

This sub-forum is the first international anti-terrorism cooperation sub-forum held under the framework of the Global Public Security Cooperation Forum (Lianyungang). Adhering to the original intention of "cooperation for security and security for development" and practicing the concept of common, comprehensive, cooperative and sustainable security, the sub-forum aims to build an important dialogue platform for in-depth discussion on anti-terrorism cooperation. It contributes wisdom and strength to building a closer international anti-terrorism cooperation network, sharing more extensive achievements of international anti-terrorism cooperation, and promoting the modernization of global public security governance.

International Anti-drugs Cooperation Sub-Forum

On September 18, the International Anti-drugs Cooperation Sub-Forum of the 2025 Conference of the Global Public Security Cooperation Forum (Lianyungang) was held in Lianyungang City, Jiangsu Province. More than 100 representatives were invited to attend, including those from government departments, law enforcement agencies, international organizations and non-governmental organizations of relevant countries and regions, as well as experts and scholars from related industries and academic circles.

With the theme of "Resolving the Dilemma of Synthetic Drug Governance and Promoting Global Governance of Drug Issues", this sub-forum focused on the severe global synthetic drug problem. In particular, it focused on the spread of fentanyl, synthetic cannabinoids, nitazenes and other new psychoactive substances, as well as the loss of precursor chemicals and non-scheduled chemicals used in drug manufacturing. The participants conducted active interactions and in-depth exchanges, and jointly discussed countermeasures.

The participating representatives unanimously agreed that the threat of synthetic drugs is rapidly evolving into a global public health and security challenge, and strengthening international exchanges and cooperation is an inevitable choice for the world to jointly address the difficulties in drug governance.
